Georgi, an illiterate member of a gypsy bogus medicine show, is mistaken for the feared and cruel Inspector General. The town's corrupt officials fear he will discover they've been pocketing tax money and they make several bungled attempts to kill him.

Contains a small sequence right at the beginning where Danny Kaye portrays the severed head of ancient Egyptian "prince Ahmed, beheaded by the cruel pharaoh because of his forbidden love for the crown princess". The head has miraculously survived alive for more than 2000 years thanks to "Yakov's Golden Elixer".
